Tender Description

The Scope of Work encompasses, but is not limited to, the provision of necessary equipment, materials, and skilled personnel to effectively execute shutdown services and or work on a call out basis, ensuring seamless operations and timely response to project demands. This includes planning, coordination, and execution of tasks to meet specific requirements and maintain operational efficiency during shutdown periods.

1.HSE Representative- Shall have in their full time employment as part of their overhead structure, a NEBOSH or equivalent qualified Safety Officer with five (5) years of previous work experience in the oil and gas or Petrochemical or Suitable Heavy industry. HSE Organization chart shall be submitted

- IIR & Severity Rate (last 3 years)"

3. "Project QAQC organization chart is submitted with qualified CVs. Bidder has the required Personnel to meet Company Quality Assurance & Quality Control like Certified Inspection Engineers, Certified Painting Inspectors and API Certified Inspectors. The Inspector/ Painting Inspector should have minimum 5 years work experience for the same service and qualification certificate. ex: API certificate and painting certificate as per the intended service work.

Minimum, welding inspector, Painting Inspector, E&I inspector and Civil inspector."

4. Contractor has the necessary Minimum 5 Year experience and technical knowledge in all aspects of the maintenance works and associated equipment repairing within the Oil & Gas or Petrochemical Industry. Bidder must submit all his current and previous contracts which prove their experience in General T&I & Shutdown Works, general hydrojetting experience, and in-house Internal Coating & Painting Services.

The bidders must has proven experience in using and applying all type of internal coating and hydro-jetting (including Ultra High Pressure) services that are listed in the attachment 1A to Exhibit A.

Alternatively if  bidder lacks Coating experience, must provide evidence of signed contracts with his subcontractor (s) or letter from Manufacturer to train their people. Also, the bidder must submit a signed contract with his subcontractor (s) or UHP machine procurement plan or rental agreement. All for the company review and evaluation.

5. Bidder must have Bahrain based facilities, including but not limited to Fabrication and painting work shop equipped with overhead crane min 5T SWL (Safe Working Load). Bidder to provide ownership or leasing agreement  as an evidence of Bahrain based facility along with plot plan.

6. Bidder must have the experience and the required certifications for  confined space activities. To meet this requirement the bidder MUST HAVE the following manpower who must be certified for Confined Space Entry and have the experience to work inside confined Spaces    (Especially Columns, Vessels and Tanks).


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 14 December 2025
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
