Tender Description

Supreme Council for the Environment (SCE) is a regulatory body dedicated to overseeing and enforcing environmental laws and regulations, where Environmental Law No.7 2022, and Ministerial Order No.10 2006 enforces facilities to adhere on installing Continuous Emission Monitoring System-CEMS devices on their unit’s stacks enabling the continuous emission monitoring. To achieve this objective, SCE is actively seeking to contract with a reliable bidder in accordance with the terms and provisions incorporated in this document. This partnership is to enable the development and establishment of a unified platform that allows for continuous monitoring of emissions data from various industries, by transmitting industries CEMS data to SCE’s network. Consequently, SCE will gain access to real-time continuous data, enabling timely identification of any non-compliance or deviations from environmental standards.

SCE is a regulatory body dedicated to overseeing and enforcing environmental laws and regulations, where Environmental Law No.7 2022, and Ministerial Order No.10 2006 enforces facilities to adhere on installing CEMS devices on their unit’s stacks enabling the continuous emission monitoring. SCE is actively seeking to contract with a reliable bidder in accordance with the terms. This partnership is to enable the development and establishment of a unified platform that allows for continuous monitoring of emissions data from various industries, by transmitting industries CEMS data to SCE’s network. Consequently, SCE will gain access to real-time continuous data, enabling timely identification of any non-compliance or deviations from environmental standards.

The Bidder who fails to meet the Knock-Out Criteria will be disqualified from the evaluation process.

 1  The bidder is to provide a minimum of 1 reference project that has been implemented at a similar scope in any country.  Submission of testimonial and/or recommendation letter  
 2  The bidder is to have resources located in Bahrain (Local Office).

 Submission of a valid Commercial Register.    
 3  The proposed solution (CEMS Digital Platform) should be natively a cloud-based solution, and it should run on AWS Bahrain Region. If the bidder proposes a server-based solution, then it will be knocked out.  Submission of commitment letter that the solution provided is cloud-native and runs on AWS Bahrain Region.  
 4  The bidder is to have a minimum of 5 years of historical presence in the market.

 Submission of company portfolio indicating the company’s historical presence.    

لمجلس الأعلى للبيئة هو الجهة التنظيمية للإشراف على القوانين واللوائح البيئية وإنفاذها، حيث يفرض القانون البيئي رقم 7 2022 والقرار الوزاري رقم 10 2006 على المنشآت الالتزام بتركيب أجهزة نظام المراقبة المستمرة للانبعاثات على مداخن وحداتهم مما يتيح المراقبة المستمرة للانبعاثات. يسعى المجلس للتعاقد مع مقدم عطاء موثوق به وفقا للشروط والأحكام هذه المناقصة. وتهدف هذه الشراكة إلى تمكين تطوير وإنشاء منصة موحدة تسمح بالمراقبة المستمرة لبيانات الانبعاثات من مختلف الصناعات، من خلال نقل بيانات نظام المراقبة المستمرة للانبعاثات إلى شبكة المجلس، سيتمكن المجلس من الوصول إلى البيانات المستمرة

  تسليم شهادة او خطاب توصية من قبل الشركة التي تم تنفيذ المشروع لها   يجب على مقدم العطاء تقديم ما لا يقل عن مشروع واحد مرجعي تم تنفيذه في نطاق مماثل في أي بلد 
  تقديم سجل تجاري ساري الصلاحية   يجب أن يكون لدى مقدم العطاء (مكتب محلي) موجود في مملكة البحرين  
  تقديم خطاب التزام بأن الحل المقدم هو سحابي أصلي ويعمل على AWS مملكة البحرين  يجب أن يكون حل مقدم العطاء (منصة CEMS الرقمية) حلاً قائمًا على السحابة بشكل أصلي، ويجب تشغيله على سحابة شركة أمازون ويب سيرفيس (AWSفي مملكة البحرين. في حال تقديم صاحب العطاء حلاً قائمًا على الخادم، فسيتم استبعاده من المناقصة  
  تقديم الملف الشخصي للشركة الذي يشير الى التواجد التاريخي للشركة   يجب أن يكون لدى مقدم العطاء ما لا يقل عن 5 سنوات من الخبرة في السوق.     4

 


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 03 October 2024
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
