Bapco through this RFP is seeking proposals from suppliers for Provision of Maintenance of  Bapco's Golf Course. BAPCO has provided in this RFP the Service specification. This RFP should be read carefully, and all requirements should be clearly met. This contract is for a period of five (5) years.

Scope of Work in Arabic:

تسعى بابكو من خلال طلب تقديم العروض هذا لطلب عروض من الموردين لتوفير صيانة ملعب الغولف التابع لبابكو. قدمت بابكو في هذا الاقتراح مواصفات الخدمة. يجب قراءة هذا الاقتراح بعناية، ويجب تلبية جميع المتطلبات بوضوح. هذا العقد لمدة خمسة (5) سنوات.

 1.0.     GENERAL MANDATORY CRITERIA

             The bidders MUST fulfil the following mandatory criteria and shall submit documentary evidence in support of meeting the criteria below along with the bid without fail. No grace period shall be granted for submission of missing documents related to bidder’s qualification.              

·                       The bidder must have experience in maintenance of Golf Course including providing landscaping and janitorial services to associated facilities like club house and toilet facilities. Must have previously successfully undertaken maintenance of any type of golf courses where similar services were provided.

·                           Must comply with the minimum safety standards of BAPCO as defined in “Guide to Safety 2001 Edition”. The bidder should have a qualified and trained Safety Officer with “NEBOSH” International General Certificate in Occupational Health and Safety, parts 1, 2 & 3 or equivalent qualification currently working for the Company. The Certificate must be submitted

·                        A copy of the Bidder’s EHS Policy and Safety Manual must be submitted with the bid. Bapco, at its entire discretion, MAY physically verify and ascertain the bidder’s compliance by conducting an audit visit to the bidder’s premises. If the lowest bidder meets all the Mandatory criteria, then the bidders who quoted higher price will not be subjected to Audit visit.

2.0.       TECHNICAL MANDATORY CRITERIA

·         Bidder must submit a confirmation letter along with his proposal to confirm the following:

·         Shall be able to mobilise at least Min 20 (twenty) workers includes labourers, cleaners, tree surgeon, date palm tree pruner, drivers, and supervisors.

·         Shall have 1 no. (one) qualified supervisors with min 5 years working knowledge in the gulf region providing landscaping maintenance or cleaning services to any recreational or commercial facility and shall be registered/sponsored with the bidding company. Document such as CV to be submitted

·         Shall have the adequate machinery and tools

·         Bidder shall have a well-established office with qualified office staff to run the contract and an attendant to receive calls with fax and email facilities.

·         Bidder shall have at least two pick-ups and other plants and machineries required for landscaping or Janitorial works in service at all times.

·         Bidder shall provide Storage facilities for the work-related plants and equipment.

  Important Note:

 ‎A site visit shall be conducted at Bapco’s discretion to verify the information submitted by the bidder who meets all Mandatory Criteria (1.1 & 1.2).  

 


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Monday, 06 November 2023
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
