 Construction of Temporary Car Park

إنشاء موقف سيارات مؤقت

SCOPE OF WORK:

 Bapco Refining intends to construct a temporary car park north of the Refinery to increase car parking capacity. The temporary car park construction works include but are not limited to civil works, electrical works, and instrumentation/access control works.

 تعتزم شركة بابكو للتكرير إنشاء موقف مؤقت للسيارات شمال المصفاة لزيادة الطاقة الاستيعابية لمواقف السيارات. تشمل أعمال إنشاء مواقف السيارات المؤقتة، على سبيل المثال لا الحصر، الأعمال المدنية والأعمال الكهربائية وأعمال الأجهزة/ التحكم في الوصول.

1.0MANDATORY CRITERIA
TheBidders shall provide the supporting document/documentary evidence along withtheir bid to establish the compliance to the following mandatoryrequirements. Non submission of documents would result in disqualification ofContractor's bid.
1.1Works Experience:
BIDDERSshall have minimum of seven (7) years relevant work experience over the lastten (10) years in successful execution of civil works and/or road, highway& earthworks (material procurement, manpower and equipment hirecontracts/agreements are excluded) in Oil&Gas and/or PetrochemicalIndustry and/or Industrial Plants and/or Ministry of Work's projects and/or Electricity and Water Authorityprojects and BIDDER must have completed at least one similar project/work ofminimum value BHD 900,000.00 in Bahrain.

Copies of bidder's company's profile including typical work, largestprojects completed and business volume, and client reference letters/relevant Purchase Agreements/Purchase Orders (manpower and equipment hirecontracts/agreements are not considered as relevant experience) issued withinthe above-mentioned period shall be submitted along with the bid documents asevidence. The relevant supporting documents submitted shall also include thecurrent and valid contact information (address, contact numbers, contactemails etc.) for verification by Bapco. 1.2Health, Safety and Environment:
BIDDERs shall have and demonstrate:Mandatory
1.2.1Fullyauditable and active HSE Policy, HSE Procedures relevant to onsite activitiesand Safety Training Plan in operation within their organization and posessionof valid certification of OHSAS18001/ISO45001.
1.2.2BIDDERSSHALL have in their full time employment, as part of their company overheadstructure, minimum Two (2) NEBOSH (Level 3 General Certification inOccupational Health and Safety) qualified Safety Officer with minimum of five(5) years work experience in the highway/road/trasportation projects or Oil& Gas or Petrochemical Industry. Copy of CV including certificates forthe above and and proof of employment in the form of Bahrain CPR or NationalIdentity Cards of the person shall be submitted along with the bid documentsand training records in the past 5 years and fill the table in Appendix H.

1.3Minimum Manpower Requirements
1.3.1BIDDERsshall have as a minimum number of management, supervision and manpower undertheir organization as listed under Appendix I.  The workforce listedbelow shall be directly employed by the Bidder and manpower subcontractagreements (supply, hire, outsource, etc.) will not be considred. Therequired workforce including the project management, supervision and directlabours are:
1.3.1.1ProjectsManager (min. 1 nos): BSc/Beng Civil Engineering from reputed university withmin 10 years of relevant experience in Ministry of Works/Electricty and WaterAuthority (EWA) and/or major highway projects.
1.3.1.3QualityControl Engineer (min. 1 nos): BSc/BEng Civil Engineering degree holder withmin. 5 years of relevant experience in the execution of jobs in the Ministryof Works/Electricty and Water Authority (EWA) and/or major highway projects.
1.3.1.4SiteEngineers (min. 1 nos): BSc/BEng Civil Engineering degree holder with min 5years of relevant experience in the execution of jobs in the Ministry ofWorks/Electricty and Water Authority (EWA) and/or major highway projects.
1.3.1.5Planner(min. 1 nos) with min 5 years of relevant P6 experience in execution ofsimilar jobs.
1.3.1.6Civil FieldSupervisors (min. 3 nos) with min 10 years of relevant experience in theexecution of jobs in the major highway projects.
1.3.1.7QuantitySurveyor (min. 1 nos) with min 10 years of relevant experience in theexecution of similar jobs.
1.3.2BIDDERs shall fill the table in Appendix I and submit the employment records of the above-listedmandatory manpower details along with their bid submission. Additionally,education & certificate copies along with updated CVs shall be submittedfor the management and supervision personnel in line with clause 1.3.1:projects manager, construction manager, QA&C engineer, HSE supervisors,site engineers, quantity surveyor, planner and supervisors. CVs are subjectto approval by BAPCO based on relevance of exeriens as outlined in item 1.3.1above.

1.4MinimumPlant and Equipment Requirements:Mandatory
BIDDERs shall have, as a minimum, the listed (or equivelant)machinery & equipment under Appendix J that are well maintained, in good working condition, and safefor use in an Oil & Gas or Petrochemical Industry environment. Theseare:
Asphalt/concrete cutters (min. 2 nos), plate compactors (min. 4 nos), aircompressors with 350 CFM min capacity (min. 3 nos), generators (min. 3 nos),jack hammers (min. 6 nos), roller compactors (min. 4 nos),  2 to 5 ton capacity hiab (min. 1 nos), 6wheel truck (min. 2 nos), water tanker min 5000 USG (min. 1 no), JCB excavators(min. 2 nos), JCB bobcat (min. 2 nos), bus (min. 1 nos), excavators (30 tonsor higher capacity )with rock brakers (min. 3 nos), excavators (30 tons orhigher capacity ) (min. 2 nos), grayder (min. 2 nos),  15 ton or higher  capacity vibratory roller (min. 2 nos),mini bus (min. 1 nos), car/pick up (min. 2 nos), 20 m3 tipper truck (min. 6nos), 10 m3 tipper truck (min. 6 nos).
Biddershall provide ownership supporting documents and/or copy of long term leaseagreement for Bapco's review and approval.

1.5Material Availability
BIDDERs shall have sufficientunbound material in their stockyards and/or suppliers' stockyards. BIDDERsshall submit proof of material records (material survey report, photos, LOIcopies, agreements, etc.) for Bapco's review. Bapco will conduct the necessarysite visit for verification.

1.6Quality:
BIDDERs to provide documentary evidence to support andsubstantiate the requirements below.Mandatory
1.6.1Fully auditable Quality Management System (QMS) in place thatadequately covers all aspects of their operations.
1.6.2The contractor shall have valid accreditation with formalcertification for ISO 9001 certification.

  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
