The Contractors performance of the Work shall include the supply of equipment, materials and personnel for the provision of Directional Drilling and Logging While Drilling services in support of the Company's drilling program in the Company's contract areas in Bahrain.

Vendors should pass all the criteria in "Mandatory Criteria" section to get evaluation chance in "Scoring Criteria" section.

 Technical Criteria Score = 60%

Minimum Qualifying/Passing Score = 40%

 Commercial Score = 40%

 Rates to be provided to get the total Contract value for five (05) years

 All required supported documents to be provided.

Following Mandatory Criteria shall apply on Pass/Fail basis:

1 Contractor shall have an existing facility in GCC capable of supporting the Company operations in Bahrain. Physical address and a layout of facility to be submitted. 

2 Contractor shall have a remote monitoring system and center capable of  supporting real time operation 24/7. Remote monitoring system documentation to be submitted.

3 Contractor shall have  a certified formal Environmental Management System (e.g. ISO 14001). Relevant certificate to be submitted.

4 Contractor shall have  a formal Risk Management System. Relevant system documentation to be submitted.

5 Contractor shall have a system for reporting, evaluating and documenting incidents, accidents, near misses, unsafe conditions and actions. System documentation and sample of the reports to be submitted.

6 Contractor shall have  a certified formal Quality Assurance System  and being audited by accredited compliance with any national or international standards  (ISO, API, BS, etc.). Relevant certificate to be submitted.

7 Contractor shall have at least ten (10) years experience in Directional Drilling and LWD service, with seven (7) years experience in drilling in Gulf area typical lithology. Experience details to be submitted in the template provided within the tender package.

8 Contractor shall have experience of drilling extended reach wells with TD ranges beyond 30,000ft and lateral reach of at least 15,000ft. Experience details to be submitted in the template provided within the tender package.

9 Contractor shall have their internally developed collar mounted MWD with the following Nominal OD: ( 9 1/2", 8 1/4", 6 3/4", 4 3/4"). Confirmation letter to be submitted.

10 Contractor shall have high performance downhole motors with pre-contoured stator with the following nominal OD or equivalent : 11 1/4"", 9 5/8"", 8"", 6 3/4"", 4 3/4"". Confirmation letter to be submitted and indicating if it is a third party item.

11 Contractor shall have their internally developed and manufactured Rotary Steerable System for the following hole sizes: 6”,  6-1/8”,  8-1/2”, 8-3/8”.  Confirmation letter to be submitted.

12 Contractor shall have their internally developed and manufactured basic bed boundary detection tool with the following nominal OD or equivalent:  6 3/4"", 4 3/4"". Confirmation letter to be submitted.

13 Submission of the last three (3) years (years 2021, 2022 and 2023) audited financial statements with Clean (unqualified) Audit Opinion.
