Therefore LMRA invites eligible and qualified vendors to participate in a competitive public tender for the provision of Bulk SMS services. The purpose of this tender is to select a reliable and experienced vendor who can meet our organizations requirements for efficient and cost effective communication solutions via SMS.

Therefore,LMRA invites eligible and qualified vendors to participate in a competitivepublic tender for the provision of Bulk SMS services. The purpose of thistender is to select a reliable and experienced vendor who can meet ourorganization's requirements for efficient and cost-effective communicationsolutions via SMS.

High Level Scope of Services:

The selected vendor will beresponsible for providing Bulk SMS services to LMRA. The services shouldinclude, but are not limited to, the following:

SMS Gateway:Provision of a robust and scalable SMS gateway platform that can handle highvolumes of messages, ensuring fast and reliable delivery.

Message Management: Auser-friendly web-based interface or application that allows authorized tocompose, schedule, and send SMS messages in bulk to targeted recipients. Theplatform should also support the personalization of messages and the abilityto create contact groups for efficient message distribution.

Delivery and Reporting: Accurateand timely delivery of SMS messages to recipients, along with comprehensivedelivery reports and analytics. The vendor should provide detailedinformation on message status, including successful deliveries, failures, andany undelivered messages.

Integration: Seamlessintegration of the SMS service with our existing systems or othercommunication tools, to enable automated message triggers and personalizedcommunication.

Security and Privacy:Implementation of industry-standard security measures to protect theconfidentiality and integrity of the SMS messages and recipient data.Compliance with relevant data protection and privacy regulations isessential.

Scalability and Support: Theability to handle increased message volumes as our organization grows, withthe provision of technical support, maintenance, and troubleshooting servicesas required.

اعتمدت هيئة تنظيم سوق العمل منذ تأسيسها أنظمة إلكترونية متينة، تعتمد في تقديم خدماتها الإلكترونية للجمهور والمتعاملين من خلال أنظمة شديدة التعقيد، بالإضافة إلى خدماتها التي تقدمها من خلال شبكة مترابطة من الفروع الموزعة جغرافياً في كافة أنحاء البلاد محافظات مملكة البحرين.

تعتمد هيئة تنظيم سوق العمل على إبقاء عملائها على اطلاع دائم عبر مختلف أنواع قنوات الاتصال. ولذلك، تدعو هيئة تنظيم سوق العمل الموردين المؤهلين للمشاركة في مناقصة عامة تنافسية لتوفير خدمات الرسائل النصية القصيرة الجماعية. الغرض من هذه المناقصة هو اختيار شريك موثوق وذو خبرة، يمكنه تلبية متطلبات الهيئة لحلول اتصالات تتسم بالكفاءة والفعالية من حيث التكلفة عبر الرسائل النصية القصيرة.

مختصر نطاق الخدمات:

سيكون مزود الخدمة المختار مسؤولاً عن توفير خدمات الرسائل النصية القصيرة الجمعية للهيئة. تشتمل الخدمات، على سبيل المثال لا الحصر، على ما يلي:

بوابة الرسائل النصية القصيرة: توفير منصة قوية وقابلة للتطوير لبوابة الرسائل النصية القصيرة، يمكنها التعامل مع كميات كبيرة من الرسائل، مما يضمن التسليم السريع والموثوق.

إدارة الرسائل: واجهة أو تطبيق سهل الاستخدام على شبكة الإنترنت يتيح للمستخدمين إنشاء رسائل نصية قصيرة وجدولتها وإرسالها بكميات كبيرة إلى المستلمين المستهدفين. يجب أن يدعم النظام الأساسي أيضًا تخصيص الرسائل والقدرة على إنشاء مجموعات اتصال لتوزيع الرسائل بكفاءة.

التسليم وإعداد التقارير: التسليم الدقيق وفي الوقت المحدد للرسائل النصية القصيرة إلى المستلمين، إلى جانب تقارير التسليم والتحليلات الشاملة. يجب أن يقدم المورد معلومات تفصيلية عن حالة الرسائل، بما في ذلك عمليات التسليم الناجحة والفاشلة وأي رسائل لم يتم تسليمها.

التكامل: التكامل السلس لخدمة الرسائل النصية القصيرة مع أنظمة الهيئة الحالية أو أدوات الاتصال الأخرى، لتمكين مشغلات الرسائل الآلية من التواصل الشخصي المخصص.

الأمن والخصوصية: تنفيذ تدابير أمنية متوافقة مع معايير المعتمدة لحماية سرية وسلامة الرسائل النصية القصيرة وبيانات المستلمين. يعد الامتثال للوائح حماية البيانات والخصوصية ذات الصلة أمرًا ضروريًا.

قابلية التوسع والدعم: القدرة على التعامل مع أحجام الرسائل المتزايدة، مع توفير الدعم الفني والصيانة وخدمات استكشاف الأخطاء وإصلاحها كما هو مطلوب.

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 14 December 2023
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
The bids deposit place: (As Mentioned in the Tender Documents)
This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
