Tender Description

The Electricity and Water Authority (EWA) intends to implement a project to Establish Solar Power Stations at Al Dur area in the Southern Governorate of the Kingdom of Bahrain. The establishment of this project is in line with the National Goals of diversifying and sustaining energy resources for achieving the goals of the energy transformation plan in Bahrain. The expected production capacity of the project is between 90 and 100 megawatts. The tender for construction works of the Project will be implemented on Turnkey basis which includes Engineering, Design, Manufacturing, Supply of materials, Installation, Testing & commissioning and Civil & Electromechanical works as well as the connection of the stations to EWAs Electricity Transmission network. The project implementation period is 18 months from the date of Award of the tender.

Additional Notes

The bidder shall be either an individual company or a consortium engaged in design,engineering, installation, testing & commissioning grid-connected solar powerprojects.

The following criteria are mandatory to participate in this Tender:

1. Eligible bidder shall have experience indesign, engineering, supply, erection,supervision, testing & commissioning ofland-mounted, grid-connected solar powerplants of a capacity equivalent or higher (minimum 75 MW) than the capacity of theProject under consideration in the last fiveyears. Less capacities will not beconsidered to meet the eligibility criteria.

2. At least two grid-connected plants of75MW or higher should have beencompleted and have been in operation successfully for at least three (3) yearsbefore the bid opening day.

3. Experience in Operation & Maintenance ofSolar PV Projects of 75 MW and above forthree years, where the Bidder has acted as adeveloper or an EPC contractor.

4. Experience in integrating solar power stationswith electricity grids at voltage level of 66 kVand 220 kV substations. 

5. Turn over: Eligible bidder should have acumulative turnover of at least USD100 millionin the last three financial years.

6. Working Capital: the bidder’s net worth should bepositive during the last three financial years. Balance Sheets showing current assets and currentliabilities for the last three years. The ratio should be> 1 for acceptable performance.

7. Profitability: Bidders should have positive earningsin the last three years.





,Note that : 

·         It is a Two envelope tender.

·         Technical response should not include any prices.

·         Technical response will be opened first and bids that pass the cutoff point will be evaluated Financially.


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Monday, 05 February 2024
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
