English Title: PROVISION OF SCAFFOLDING SERVICES FOR UPCOMING HUB1 SHUTDOWN WORKS IN MAY-JUNE 2025
Scope of work (Arabic):
يتضمن العمل توفير الموارد والتصميم وتركيب السقالات والتفتيش والتعديل والتفكيك وإزالة السقالات، وبالتالي توفير وسيلة آمنة للوصول / الخروج من مواقع العمل داخل مناطق العمل التابعة للشركة
من المقرر أن يبدأ أعمال إغلاق الوحدات في الأسبوع الثاني من مايو 2025. ومع ذلك، ستبدأ أنشطة السقالات قبل الفحص والصيانة للوحدات في 20 مارس 2025.
Scope of work (English): The work comprises the provision of resources, erection (construction), inspection, certification, hiring, alteration, dismantling and removal of scaffolding, thus supplying a safe means of access/egress to site workplaces for Pre-Shutdown as well as Shutdown activities related to shutdown works.
The shutdown is scheduled to start from second week of May 2025. However, the Pre-T&I scaffolding activities will start from 20 Mar 2025 for LSDP Units.
,MANDATORY CRITERIA
1-The Bidder shall have work experience in providing scaffolding services for turnarounds or Shutdowns spread over two (2) years during the last five (5) years in the Oil / Gas / Petrochemical Industry with sound record. Documentary evidence shall be provided to substantiate above requirement and bidder shall submit required information as per Appendix C File 2
2-The Bidder shall meet the following requirement for permanent work force in their organization for scaffolding work, ready for deployment to the Company during May-June 2025 shutdown work. The minimum trade wise requirements for each bidder for the subject tender are: (1) Scaffold Supervisor (8 Nos.), (2) Scaffold Foreman (8 Nos), (3) Scaffolders (150 Nos.) 4) Quantity Surveyor (1 No.) 5) Scaffold Inspector (3 Nos) 6) Planning Engineer (1 No.) 7) Safety Officer (NEBOSH IGC Level 3 qualified) - 2 No. Above listed Manpower shall have adequate technical knowledge and experience in services outlined under the Tender Specification and fully comply with trade skills and experience requirements in File 1 Appendix '1' attached hereto. Valid national identity (Smart Card data) showing proof of employment with the bidder for all above categories of workers, and Third party certificates for proof of skills shall be submitted along with the bid.
3-The Bidder shall own, as minimum, the following key plants and equipment listed below that are well maintained, in good working condition and safe for use in an Oil & Gas or Petrochemical Industry environment and ready for deployment to the Company during May-June 2025 shutdown work.: - 30,000 numbers of Standard (galvanised/painted) scaffold pipes of different lengths - 100,000 numbers of Ledger (galvanised/painted) of different lengths - 10,000 numbers of Putlog/Transom couplers (galvanised/painted) of different lengths - 130,000 numbers of Fittings (assorted) of different types (i.e. ladder clamps, Gravlock couplers, sleeve couplers (joint box), single & double couplers, swivel couplers, board retaining clips, etc.) - 20,000 numbers of Steel Board (galvanised/painted) of different lengths - 13,000 Scaffold Screw Jack
Documentary evidence shall be submitted along with bid to substantiate that the Bidder has in their possession all scaffolding materials as listed above, in the form of copies of bidder's inventory register or purchase orders/invoices for the list of materials, or maintenance and inspection records.
4-The Bidder shall have a fully auditable and active Safety Policy in operation within their organization and shall be accredited with formal certification for OHSAS 18001 or ISO 45001 certification, which are currently valid or in the process of re-validation. Documentary evidence shall be submitted to substantiate the above and its validity, or other proof if the bidder is in the process of revalidation.
