Tender Description

The work comprises the provision of all required services, including but not limited to, management, supervision, manpower, plant, equipment, materials, consumables, transport etc. to conduct an Acoustic Emission test to evaluate the condition of a storage tank floor with respect to corrosion activity and possible leakage. The purpose of the test is to assess tank floor condition, without the need to remove it from service and clean it for internal inspection, to assist with maintenance timing and prioritisation or to support a run extension. The AET will identify and locate acoustic emission sources on the tank floor produced primarily by the formation of corrosion scale. The data is processed to evaluate the overall condition of the tank floor and the Potential Localised Damage arising from concentrated sources. The method also produces a Composite Grade and provides recommendations for inspection interval or other actions.

SCOPE OF WORK

 

The work comprises the provision of all required services, including but not limited to, management, supervision, manpower, plant, equipment, materials, consumables, transport etc. to conduct an Acoustic Emission test to evaluate the condition of a storage tank floor with respect to corrosion activity and possible leakage.

 

The purpose of the test is to assess tank floor condition, without the need to remove it from service and clean it for internal inspection, to assist with maintenance timing and prioritisation or to support a run extension.

 

The AET will identify and locate acoustic emission sources on the tank floor produced primarily by the formation of corrosion scale. The data is processed to evaluate the overall condition of the tank floor and the Potential Localised Damage arising from concentrated sources. The method also produces a Composite Grade and provides recommendations for inspection interval or other actions.

 

The work to be performed under this contract consists of Acoustic Emission Testing Services on above ground storage tanks at existing operations and such work will be carried out as and when specified by Company Representative in written as per Company preventive maintenance schedule.


 

يشمل نطاق العمل على اختبار وتقييم حالة أرضيات الخزانات، دون الحاجة إلى استبعادها من الخدمة وتنظيفها للفحص الداخلي، أو للمساعدة في توقيت الصيانة وتحديد الأولويات أو لدعم تمديد التشغيل. سوف يقوم AET بتحديد مصادر الانبعاثات الصوتية على أرضية الخزان والتي تنتج بشكل أساسي عن طريق تكوين مقياس التآكل. معالجة البيانات لتقييم الحالة العامة لأرضية الخزان والأضرار الموضعية المحتملة الناشئة عن المصادر المركزة. تنتج الطريقة أيضًا درجة مركبة وتقدم توصيات بشأن الفاصل الزمني للفحص أو الإجراءات الأخرى. يتكون العمل الذي سيتم تنفيذه بموجب هذا العقد من خدمات اختبار الانبعاثات الصوتية على صهاريج التخزين الموجودة فوق الأرض في العمليات الحالية وسيتم تنفيذ هذا العمل عندما يحدده ممثل الشركة كتابيًا وفقًا لجدول الصيانة الوقائية للشركة

MANDATORY TECHNICAL QUALIFICATION CRITERIA:

 

1.        The Bidder (Partner, if applicable) shall have 5 years’ experience in carrying out Acoustic Emission Testing (AET) for Above-Ground Storage Tanks in the Oil & Gas or Petrochemical industry.

 

The Bidder shall submit along with the Bid documentary evidence to substantiate above

requirement and submit the required information as per Appendix "L"

 

2.      In case of partnership, a Guarantee Letter signed by both the Local Agent and Partner confirming that if the contract is awarded to the Local Agent, then both parties shall be ready to sign the Purchase Agreement and accept joint responsibility for performance of the contract so created. Otherwise, a Guarantee Letter shall be signed by the Local Agent to accept full responsibility for performance of the contract.

 

3.      The Bidder (Partner, if applicable) shall submit an appropriate organization chart for this contract, which provides the names and experience of AET Inspection Team. The team for this contract shall be drawn from the Bidder's (Partner, if applicable) long-term, permanent workforce. The bidder/partner shall sign a guarantee letter for its ability to mobilize at least 2 inspection teams whenever required throughout the duration of this contract. Each inspection team shall consist of the following as a minimum:

 

a.      One (1) Project Leader minimum 5 years relevant experience.

b.      One (1) qualified ASNT/NDT Level-II in AET Engineer/Technician minimum 5 years relevant experience.

c.      One (1) qualified ASNT NDT Level-III in AET Engineer for Data analysis & interpreter and report reviewer minimum 5 years relevant experience.

d.      One (1) NEBOSH-Level-3 qualified Safety Officers with minimum 3 years work experience in the Oil & Gas or Petrochemical Industry.

 

Bidder shall provide documentary evidence in the form of organization chart with CV's and certificates (written procedure to be submitted if it is employer-based certificate) of each individual with relevant experience.

  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
