MANDATORY PASS/FAIL CRITERIA The BIDDER must provide the following details with documentary evidence. Only bids meeting all Mandatory Criteria will proceed to weighted and commercialevaluation

1.1 Bidder / supplier shall have full compliance to the Bapco refining’s Request For Quotation (RFQ) specifications and standards. If the bidder has any deviations, queries, and intends to propose any deviations to the RFQ Specifications/ Standards, bidder shall submit the sameduring pre-bid period and the same shall be clarified to all the bidders through addendums prior to the submission of bid.Bidder shall not include any deviations, assumptions, or changes to RFQ in its bid.Any bid containing any deviations or alternate options and changes shall be rejected without any further correspondence and will not be consideredfor evaluation.

1.2 EXPERIENCE:Bidder's proposed manufacturer of GRE pipes shall have proven experience of manufacturing Glass Reinforced Epoxy (GRE) pipes for a period of atleast Ten (10) years and has a testing facility at their manufacturing unit to carry out various quality assurance tests to comply to codal requirements.The proposed manufacturer must have its manufacturing and testing facilities located in the GCC region. Bidder shall provide with their bid, for review by the Company as part of the bid evaluation process, details of previous experiences relevant to theabove requirement in Appendix-A.

1.3DELIVERY PERIOD:All the materials shall be delivered to Bapco Refining Stores within 16 weeks from the date of Purchase Order. Bids with the quoted delivery periodof more than 16 weeks will be rejected.

1.4 Quality Management System: Bidder shall provide evidence of its proposed manufacturer's (of GRE pipes) Quality Management System (QMS) for its Organization.Bidder shall submit the copy of valid ISO 9001 Certificate of the Bidder’s Proposed Manufacturer for the activities relevant to this tender.

Supply Glass Reinforced Epoxy GRE plain end pipes pipe spools with puddle flanges and pipe spools with flanges to hold 8 Butterfly valves and with a minimum pressure rating of 10 Bar of diameters ranging from 200mm to 450mm from an ISO 9001 certified GRE pipes manufacturer with a manufacturing and testing facility located in GCC countries including supply of joint lamination kits for butt and wrap joint within the time line and fully complying to specifications as specified in Request for Proposal

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 17 April 2025
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
The bids deposit place: (As Mentioned in the Tender Documents)
This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
