Tender Description

The Buhair Project, part of a Government Land Development Programme, involves the development of 76 housing units on government owned land. The units will be developed by the private sector. Bidders will compete for a license to develop the project, and the one offering the highest land value while meeting all technical criteria will be chosen. The successful bidder will be responsible for designing, financing, and constructing the 76 housing units and connectivity with the existing infrastructure. The developer will sell these units to beneficiaries of MoHUPs social housing financing programs. After the projects completion and the sale of all units, the developer must pay MoHUP the agreed land value. Additionally, MoHUP will offer a buy-back arrangement for any units that remain unsold 24 months after the projects construction is completed.

The Buhair Project involves designing, financing, constructing, and selling housing units. This project's scope includes:

Design and Construction: The design of 76 units and connectivity with secondary infrastructure within the project site.

Landscaping and Infrastructure: Completing all hard and soft landscaping and any tertiary infrastructure (as required) within the site boundaries.

Sales Responsibility: The successful bidder will handle the sale of the housing units (unless the successful bidder opt to have Eskan Bank undertake the process). These sales will adhere to the set capped prices and sold to beneficiaries of MoHUP’s social housing financing programs.

Financial Commitment: Full financing of the project falls under the responsibility of the successful bidder (either in full equity or a mix of equity and debt arrange by the successful bidder).

Once construction is completed and the housing units are sold, the agreed land value will be transferred to MoHUP.

Land Ownership and Licensing: The land will remain under MoHUP ownership, with a license agreement signed for the design, construction, and sales of the housing units. This agreement allows the successful bidder to use the site for carrying out the necessary activities.

Buy-Back Arrangement: In case any housing units remain unsold within the designated sale period, MoHUP will purchase them at a pre-agreed buy-back price.

يتضمن مشروع البحير تصميم وتمويل وإنشاء وبيع الوحدات السكنية. يشمل نطاق هذا المشروع ما يلي:
التصميم والإنشاء: تم تصميم 76 وحدة وربطها مع البنية التحتية الثانوية داخل موقع المشروع.
المناظر الطبيعية والبنية التحتية: استكمال جميع المناظر الطبيعية الصلبة واللينة وأي بنية تحتية من الدرجة الثالثة (كما هو مطلوب) داخل حدود الموقع.
مسؤولية المبيعات: سيتولى مقدم العرض الفائز بيع الوحدات السكنية (ما لم يختار مقدم العرض الفائز أن يتولى بنك الإسكان هذه العملية). وستلتزم هذه المبيعات بالأسعار المحددة وتباع للمستفيدين من برامج تمويل الإسكان الاجتماعي التابعة لوزارة الإسكان.
الالتزام المالي: يقع التمويل الكامل للمشروع تحت مسؤولية مقدم العرض الفائز (إما في حقوق الملكية الكاملة أو مزيج من حقوق الملكية والديون التي يرتبها مقدم العرض الفائز).
وبمجرد الانتهاء من البناء وبيع الوحدات السكنية، سيتم تحويل قيمة الأرض المتفق عليها إلى وزارة الإسكان والسكان.
ملكية الأرض وترخيصها: ستبقى الأرض تحت ملكية وزارة الإسكان، مع توقيع اتفاقية ترخيص لتصميم وبناء وبيع الوحدات السكنية. تسمح هذه الاتفاقية لمقدم العرض الفائز باستخدام الموقع للقيام بالأنشطة اللازمة.
ترتيبات إعادة الشراء: في حالة بقاء أي وحدات سكنية غير مباعة خلال فترة البيع المحددة، ستقوم وزارة الإسكان والسكان بشرائها بسعر إعادة الشراء المتفق عليه مسبقًا.

The following requirements are mandatory to consider the Bid:

1. The bidder/ lead consortium member shall be grade A, registered under MoH&UP, or grade AA under MoW.

2. Proposed Design compliance with Design Guidelines and  Output Specifications must be submitted.

3.Indicative Financing Term - proof of funds must be submitted

4. Full Final Financing Term Sheet must be submitted clearly showing no recourse to the government of Bahrain with regard to any lending/financing agreement.

5. The unit selling price shall not exceed the capped selling price set by MoH&UP.

اشتراطات إلزامية للعطاء:

يجب أن يكون مقدم العطاء مسجلًا لدى وزارة الإسكان والتخطيط العمراني من الدرجة A  أو أن يكون مسجلًا لدى وزارة الأشغال من الدرجة AA 

يجب تقديم اثبات مطابقة التصميم المقترح مع اشتراطات التصميم والمواصفات التنظيمية والمرفقة في مستندات المزايدة.

يجب تقديم بيان اشتراطات التمويل مع اثبات توافر التمويل.

يجب تقديم استمارة اشتراطات التمويل النهائية كاملة والتي تبين بوضوح عدم إلزام حكومة البحرين فيما يتعلق بأي اتفاقية إقراض تمويل.

يجب ألا يتجاوز سعر بيع الوحدة السكنية السعر المحدد من قبل وزارة الاسكان والتخطيط العمراني في مستندات المزايدة.


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 31 December 2023
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
