GENERAL CRITERIA

1.1 Bidder eligible to patriciate in this tender must be a registered with a validate license from The Council for Regulating the Practice of Engineering Professions for Design & Supervision of the Projects. The bidder shall be (Category A) consultancy office. If the bidder does not successfully meet this requirement, his bid will not be considered for further evaluation or award of the contract. The company reserves the right to assess the financial soundness of the bidder. Such assessment shall be carried out based on the audited financial reports of the previous three (3) years.

1.2 The bidder shall declare all the litigation (if any) in the previous three years.

MANDATORY CRITERIA

The bidder must meet each of the following mandatory criteria and submit documentary evidence in support of each of the criteria listed below. The bidder who does not meet any one of these criteria will be disqualified and will not be considered for the award of the contract.

A. The bidder shall have a minimum experience of 5 years in the Design & supervision of fuel stations and provide all relevant documents.

B. The bidder shall provide a copy of The Council for Regulating the Practice of Engineering Professions (CRPEP) license certificate.

C. BRC maintains a register (list) of “Bapco Approved Consultant” for various categories of work/services. Any bidder for the subject tender who is not already one of the Bapco Approved Consultant for provision of the category of services contained in this tender shall be assessed in accordance with BRC’s standard procedure. If the bidder does not successfully meet this requirement, his bid will not be considered for further evaluation or award of contract.

D. Service Provider with unsatisfactory performance in the past contract(s) with BAPCO/BRC is liable not to be considered for awarding of this contract.

E. Bidder shall have, within his own consultancy firm, the required engineers to carry out the complete works of design in all aspects (Architecture, Structural, Civil, and MEP Engineering). Bidder shall assign a project leader who has experience in fuel service station design. The assigned Project leader should have a minimum of 5 years of experience in the designing and supervision of the fuel service station.

F. Bidder shall provide as a proven record of their experience as an Engineering Consulting Firm the number of service stations that have been designed and constructed under their project leader supervision in the Kingdom of Bahrain or GCC within the past 5 years.

G. Bidder’s methodology shall provide the overall strategy to be adopted by the consultant to meet the requirements stipulated in the RFP, his approach to achieving the deliverables and justify his ability to work within a systematic implementation plan.



How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 14 May 2023
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
