Tender Description

The scope of work comprises mobilization of all equipment and skilled manpower, blinding or opening of equipment, obtaining inert entry, video graphic recording of the condition of the top of each bed, unloading by bottom dumping and or vacuuming of catalyst, cleaning of residual catalyst, coordinating with Bapco for internal or external Inspection, carrying out mechanical repairs, in-situ machining of RTJ Flanges, dense loading of fresh catalyst, closing, bolt tensioning and de-blinding of the Reactors

MANDATORY CRITERIA

 

1       EXPERIENCE

 

1.1   The Bidder shall provide documentary evidence that they have minimum five (5) years of experience during last 8 years in providing Catalyst replacement services on Multi Bed Reactors, in inert atmosphere, in Oil & Gas Industry.  The Contractor shall have experience in catalyst replacement work Hydrocracker and Hydro Desulfurization Reactors. 

 

 

1.2   The Bidder shall provide documentary evidence that they possess the capability or have an existing agreement with  a another service provider for On-site machining services, bolt tensioning and torqueing services, with minimum five (5) years of experience in providing these services for Oil & Gas or Petrochemical Industry.

 

 

2       SUPERVISION AND MANPOWER

 

2.1   The Bidder shall submit with the Bid document an appropriate organisation chart for this contract, which provides the names and experience of Contractor's Catalyst replacement management team and permanent Catalyst replacement staff.

 

As a minimum, the Contractor's permanent workforce for this contract shall consist of minimum of the following:

 

1.      One (1) Project Manager.

2.      Two (2) Site Co-ordinators.

3.      Four (4) Safety officers with NEBOSH level 3 General Certificate in Occupational Health and safety.

4.      Eight (8) Supervisors.

5.      Eight (8) Foremen.

6.      Two (2) Planners.

7.      Four (4) Quality Controllers.

8.      Twelve (12) 3rd party certified BA technicians.

9.      Twelve (12) Catalyst technicians.

10.   Four (4) Riggers and

11.   Six (6) Stainless Steel Welders.

 

All of the above workforce shall have minimum five (5) years' experience in their respective field of work in the Oil & Gas or Petrochemical Industry.

 

 

2.2   The Bidder shall submit with the Bid document an appropriate organisation chart for the On-Site machining services, which provides the names and experience of the team providing the service during the catalyst change activities.   

 

As a minimum, the Contractor's organization for this contract shall consist of a minimum of:

 

1.      Four (4) Supervisors for machining services.

2.      Six (6) machinists.

3.      Eight (8) bolt torqueing / tensioning technicians.

 

All of whom are 3rd party certified for the work.

 

All of the above workforce shall have minimum five (5) years' experience in their respective field of work in the Oil & Gas or Petrochemical Industry.

  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
