Mandatory criteria:
1. Bidder Capability
a) Bidder shall have minimum five (5) years of experience in the last ten (10) Years for at least one of the following Maintenance Services (Overhaul, Repair, Test & Calibration).
1. Maintenance Services of Process Valves (Valve Size up to 36" & Rating up to #2500) in Oil & Gas Industries. Maintenance Service
2. Maintenance Services of Control Valves (Valve Size up to 36" & Rating up to #2500) in Oil & Gas Industries. Maintenance Service
3. Maintenance Services of Pressure Safety Relief Valves (Valve Size up to 16" & Rating up to #2500) in Oil & Gas Industries. Maintenance Service
4. Onsite Online Proof Testing (Trevi Test) of Pressure Safety Relief Valves in Oil & Gas Industries and / or Power Generation Industries. Maintenance Service
5. Onsite Hot Pop Test of Pressure Safety Relief Valves in Oil & Gas Industries and / or Power Generation Industries.
Bidder shall have their own capabilities to provide all five (5) Maintenance services listed above. However, it is permissible for the Bidder to provide Maintenance services 4 & 5 through an established and experienced contractor with 5 years’ experience.
b) Bidder Shall have minimum Permanent employed Engineers, Supervisors, Technicians having at least 5 years of relevant experience for the required Maintenance Services as below.

1. Maintenance Services of Process Valves:
· One (1) Supervisor - Diploma or Equivalent Qualification
· Five (5) Technicians -Technical Trade Certificate / Diploma or Equivalent Qualification
2. Maintenance Services of Control Valves:
· One (1) Engineer- Degree or Equivalent qualification in Electronics & Instrumentation.
· One (1) Supervisor - Higher National Diploma or Equivalent Qualification in Electronics & Instrumentation.
· Five (5) Technicians - Technical Trade Certificate / Diploma or Equivalent Qualification in Electronics & Instrumentation
3. Maintenance Services of Pressure Safety Relief Valves:
· One (1) Supervisor - Diploma or Equivalent Qualification along with National Board VR Certification or equivalent Certificate
· Five (5) Technicians - Technical Trade Certificate / Diploma or Equivalent Qualification along with National Board VR Certification or equivalent Certificate
N.B. - Five (5) years relevant experience in Oil & Gas Industries is needed for Maintenance Services of 1 to 3 listed as above.
4. Online Proof Testing (Trevi Test) of Pressure Safety Relief Valves:
· One (1) Supervisor - Diploma or Equivalent Qualification.
· One (1) Technicians - Technical Trade Certificate / Diploma or Equivalent Qualification.
5. Onsite Hot Pop Test of Pressure Safety Relief Valves
· One (1) Supervisor - Diploma or Equivalent Qualification along with National Board VR Certification or equivalent Certificate
· One (1) Technicians - Technical Trade Certificate / Diploma or Equivalent Qualification along with National Board VR Certification or equivalent Certificate
N.B. - Five (5) years relevant experience in Oil & Gas Industries and / or Power Generation Industries is needed for Maintenance Services of 4 & 5 listed as above.

1. Equipment & Facilities
Bidder shall have below inhouse capabilities of Testing & Calibration for the required Maintenance Services mentioned in the clause 1.1.1 of Appendix "E" of this RFP and facilities must be located in Bahrain.
· Computerized test bench to certify valve seat leakage and body seals tests (for Process Valve & Control Valve) for size up to 36” (inch) and must be suitable of air and hydro static tests up to #2500 Rating. (Test Bench shall meet test standards of API 598 or equivalent standard).
· Computerized High Volume Dual Station (Air and Water) Test Bench to Test & Calibrate (for Pressure Safety Relief Valves) for size up to 16” (inch) and Rating up to #2500. (Test Bench shall meet test standards of API 526, API 527,API RP 576)
· Intrinsically safe Trevi Test Equipment that can be operated at site and do not require Company's Power and Utilities; the equipment shall be equipped with all accessories that can be used for all types/models and sizes of safety relief valves installed in the Refinery as per the requirement of the RFP.

a. Valve Repair Shop & Testing facility
i. Bidder shall have inhouse dedicated valve shop area with minimum ten (10) work benchs for the repair of different types of valves.
ii. b. Bidder shall show evidence that they have dedicated area for Maintenance of Process Valves, Control valves and Pressure Safety Relief Valves.
iii. c. Bidder shop shall be equipped with all welding machines & Brazing machine along with tools for welding & fabrication for repair of the Valves components.
iv. d. Bidder shall have Portable Valve Grinding and Lapping machine for the repair of different types of Process Valves, Control valves and Pressure Safety Relief Valves.
v. e. Bidder shall have inhouse a dedicated isolated area for high pressure testing of different types of Process Valves, Control valves and Pressure Safety Relief Valves.
vi. f. Bidder shall have Actuator and Positioner Testing & Calibration Tools & Test Equipment as mentioned below.
* HART (Highway Addressable Receiver Transmitter) and FF(Foundation Field Bus) communicator
* Pressure Instrument Test Equipment along with Air Pressure Regulator and accessories
* mA/DC voltage Source
* Laptop with software for positioner testing and configuration.

a. Machining facility:
Bidder Machine shop shall capable of providing support services for valve components fabrication / machining and repairs up to minimum 48” valve size.
The machine shop shall be equipped with
* Boring machines -Vertical & horizontal
* Drilling machine - Vertical
* Lathe machine
* Press machine
* All associated tools required to perform machining/fabrication of Valves and components.
b. Cleaning, Blasting & Painting facility:
i. Bidder shall have inhouse dedicated Cleaning & blasting shop/area and necessary equipment to perform Cleaning & Blasting Activity.
ii. Bidder shall have dedicated painting shop/area and necessary equipment to carry out the painting.

a. Tools & Tackles:
Bidder shall have hydralic Torquing Tools and Tackles for maintenance of valve sizes up to 48" Size and Rating upto #2500.
b. Bidder facility shall be equipped with an overhead Cranes / Mobile crane of minimum capacity of 10 tons.
2. Safety
Bidder shall have at least one (1) qualified full time safety officer holding at least NEBOSH level 3 or equivalent certificate.
,Scope of work:
The scope of work comprises the Provision of Maintenance Services for Process Valves, Control Valves & Safety Relief Valves including Online Proof Testing (Trevi Test) & Hot Pop Test of Safety Relief Valves installed on Boilers on an as and when required basis as outlined below. These services shall be performed by Contractor on an as and when required basis at Contractor premises utilizing Contractor resources.
1. Maintenance Services of Process Valves which includes Overhaul, Inspection, Repair, Testing, and Painting of Process valves of various type / size. Maintenance Services required for types of valves to include, but not limited to Gate Valve, Globe valves, Ball valves, Butterfly valves, check valves, Diaphragm valves, Plug Valve, Steam traps and Miscellaneous valves mentioned in this RFP of various makes, models, and manufacturers during routine and planned/ unplanned shutdowns and emergency breakdowns.
2. Maintenance Services of Safety Relief Valves which includes Overhaul, Inspection, Repair, Testing, Calibration, and Painting of Safety Relief valves of various type / size. Maintenance Services required for types of valves mentioned in this RFP of various makes, models, and manufacturers during routine and planned/ unplanned shutdowns and emergency breakdowns.
3. Maintenance Services of Control Valves with all accessories which includes Overhaul, Inspection, Repair, Testing, Calibration and Painting of Control valves of various type / size. Maintenance Services required for types of valves mentioned in this RFP of various makes, models, and manufacturers during routine and planned/ unplanned shutdowns and emergency breakdowns.
4. Maintenance services for Online Proof Testing (Trevi Test) & Hot Pop Test of safety relief valves (as listed below) installed on boilers.

1. خدمات صيانة صمامات العملية والتي تشمل الإصلاح والفحص والإصلاح والاختبار والطلاء لصمامات العملية بمختلف أنواعها وأحجامها. تشمل خدمات الصيانة المطلوبة لأنواع الصمامات، على سبيل المثال لا الحصر، صمام البوابة، والصمامات الكروية، والصمامات الكروية، وصمامات الفراشة، وصمامات الفحص، وصمامات الحجاب الحاجز، وصمام التوصيل، ومصائد البخار، والصمامات المتنوعة المذكورة في طلب تقديم العروض هذا بمختلف الماركات والنماذج، والمصنعين أثناء عمليات إيقاف التشغيل الروتينية والمخططة/غير المخططة والأعطال الطارئة.
2. خدمات صيانة صمامات الأمَان/ تخفيف الضغط والتي تشمل الإصلاح والفحص والإصلاح والاختبار والمعايرة وطلاء صمامات تخفيف الأمان بمختلف أنواعها وأحجامها. خدمات الصيانة المطلوبة لأنواع الصمامات المذكورة في طلب تقديم العروض هذا لمختلف الماركات والموديلات والشركات المصنعة أثناء عمليات الإغلاق الروتينية والمخططة/غير المخطط لها والأعطال الطارئة.
3. خدمات صيانة صمامات التحكم بجميع ملحقاتها والتي تشمل الفحص والإصلاح والاختبار والمعايرة والطلاء لصمامات التحكم بمختلف أنواعها وأحجامها. خدمات الصيانة المطلوبة لأنواع الصمامات المذكورة في طلب تقديم العروض هذا لمختلف الماركات والموديلات والشركات المصنعة أثناء عمليات الإغلاق الروتينية والمخططة/غير المخطط لها والأعطال الطارئة.
4. خدمات الاختبار في وضع التشغيل الاعتيادي لإثبات (Trevi Test) واختبار البوب الساخن (Hot Pop) لصمامات الأمَان/ تخفيف الضغط المثبتة على الغلايات.
