Electronic payment system is increasingly becoming a daring means of payments in todays business world This is due to its efficiency convenience and timeliness A payment system is continuously being embraced and adopted in the financial system with a view to simplify and ease payments in business transactions As a result Bapco Retail Company decided to invite all specialized vendors to participate to provide payment solutions across credit and debit card processing POS devices by accepting all type of card schemes like visa master card Amex JCB Benefit and CUP

Bapco Retail Company would like to announce the tender "INTRODUCING OF DEBIT/CREDIT CARDS PAYMENT SOLUTION AT BAPCO RETAIL COMPANY SERVICE STATIONS NETWORK FOR FIVE YEARS" under the reference "BRC/0822/RFP/BS/049" dated September 2022

The below list provides the mandatory criteria for the tender participation:

1- The service provider should have a CBB license to provide this service.
2- The service provider should include the acceptance and processing of credit card & debit card transactions
3- The service provider should provide the company with on-line access to the merchant account to view reports of conducted transactions and monitoring.
4- The payment system/machine should accept Visa, Master Card, Amex, JCB, Benefit &CUP.
5- The payment system/machine should accept payment through mobile & WiFi applications.
6- Dedicated Account Manager with 24/7 availability.
7- Availability of 24/7 Hotline support for any technical problems.
8- The system has the flexibility to be integrated with Bapco Retail’s current and future system  (Oracle base system).      
9- Has a wide range of customer Portfolio including cooperate & individuals. (not less than 100k).
10- Machines should be ATEX certified suitable for Hazardous zone at Fuel stations. 
11- The System should be secured and anti-fraud certified.
12- The service provider should provide a number of Electronic point-of-sale payment terminals to the required location, (the quantity can be increased or decreased upon Retail requirement) for free of rent or charge and the provider will be fully responsible for adequately servicing and support to this equipment.
13- The service provider to provide device manuals and training sessions as and when requested by Bapco Retail Company.

يجب أن تكون الآلات حاصلة على شهادة ATEX ومناسبة للمنطقة الخطرة في محطات الوقود -
أن يكون النظام مؤمنًا ومعتمدًا ضد الغش -
 يجب أن يوفر مزود الخدمة عددًا من محطات الدفع الإلكترونية في نقاط البيع إلى الموقع المطلوب ، (يمكن زيادة الكمية أو تقليلها حسب متطلبات البيع بالتجزئة) مجانًا أو بدون رسوم وسيكون المزود مسؤولاً مسؤولية كاملة عن ذلك. خدمة ودعم هذه المعدات.
يقوم مزود الخدمة بتوفير الأجهزة وجلسات التدريب عند طلب شركة بابكو للتجزئة.

How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 15 September 2022
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
