Scope of work :
The scope of work includes planning, preparation & execution of catalyst replacement in refinery process units. Contractor shall supply all resources including personnel, tools, tackles, equipment etc. required to complete the assigned jobs in compliance to safety, quality and within the agreed time schedule.

,MANDATORY CRITERIA
1-EXPERIENCE
1.1 Bidder shall have carried out at least five (5) Catalyst replacement Projects in inert atmosphere inMultibed Reactors, having three (3) beds or more, like Hydrocracker or Hydro-DesulphurizationReactors in the Oil & Gas or Petrochemical industry in the Middle East/ GCC region during the lastFIVE (5) years. The Bidder shall submit documentary evidence along with the bid to substantiate that he meets theabove requirement and bidder shall submit required information as per Appendix "C".
1.2 ORGANIZATION AND MANPOWER
The Bidder shall submit with the Bid document an appropriate organization chart for this contract,which provides the names and experience of Contractor's Catalyst replacement management team andpermanent Catalyst replacement staff.As a minimum, the Contractor's permanent workforce shall consist of minimum of one (1) ProjectManager, two (2) Site Coordinators, eight (8) Supervisors, two (2) Planners, two (2) QualityControllers, ten (10) 3rd Party certified BA technicians and ten (10) Catalyst technicians. All the above personnel shall have minimum five (5) years' relevant experience in the Oil & Gas orPetrochemical Industry. The Bidder shall submit Proof of employment of the above manpower as documentary evidence alongwith the bid for availability of the above and provide information as per Appendix 'D'.
,3-PLANT AND EQUIPMENT
The Bidder shall provide details that they own as a minimum the following catalyst handlingequipment:- two (2) sets each of Super Sucker Vacuum trucks along with sufficient lengths of hoses - three (3) Cyclone Unloading systems - three (3) Life Support systems - three (3) Nitrogen recirculation systems - three (3) Breathing apparatus units - fifteen (15) Intrinsically safe lighting systems - two (2) Intrinsically safe videography equipment- two (2) Catalyst unloading / loading hoppers The Bidder shall submit documentary evidence along with the bid to substantiate that he meets theabove requirement and provide information as per Appendix 'E'. Bapco Refining may conduct sitevisit for validation purposes
4-SAFETY
1.4 The Bidder shall have a well-established, fully auditable Health, Safety & Environment ManagementSystem, Safety Policy, Safety Management System & Safety Training plan, within their organizationwhich have valid accreditations for OHSAS 18001 or ISO 45001 or are in process of revalidation.The Bidder shall provide copies of accreditations for OHSAS 18001 or ISO 45001 or are in theprocess of re-validation to substantiate the claim.
2.4 The Contractor shall have in their full-time employment, two (2) NEBOSH - General certificate inOccupational Health and Safety Level 3 qualified Safety Officers with 3 years previous workexperience in the Oil & Gas Industry or Petrochemical Industry and be familiar with relevant catalysthandling work specified in the tender. Documentary evidence shall be submitted to substantiate the Safety officers' qualification andexperience claim
5-QUALITY
The Bidder shall have a well-established, fully auditable Quality Management System (QMS) in placethat covers all aspects of their operations and shall be accredited with ISO 9001 certification or are inprocess of revalidation.Documentary evidence shall be submitted in the form of a copy of ISO 9001 certificate.
