Tender Description

The Madinat Salman Island 14 Project part of a Government Land Development Programme involves the development of 69 housing units on government owned land. The units will be developed by the private sector. Bidders will compete for a license to develop the project and the one offering the highest land value while meeting all technical criteria will be chosen. The successful bidder will be responsible for designing_ financing and constructing the 69 housing units and connectivity with the existing infrastructure which includes two 11Kv substations. The developer will sell these units to beneficiaries of MoHUPs social housing financing programs. After the projects completion and the sale of all units the developer must pay MoHUP the agreed land value. Additionally MoHUP will offer a buy back arrangement for any units that remain unsold 24 months after the projects construction is completed.

The Madinat Salman  Project involves designing, financing, constructing, and selling housing units. This project's scope includes:
Design and Construction: The design of 69 units and connecitivity with secondary infrastructure within the project site, along with the construction of the housing units + 2 11KV substations 
Landscaping and Infrastructure: Completing all hard and soft landscaping and secondary and tertiary infrastructure within the site boundaries.
Sales Responsibility: The successful bidder will handle the sale of the housing units (unless the successful bidder opt to have Eskan Bank undertake the process). These sales will adhere to the set capped prices and sold to beneficiaries of MoHUP’s social housing financing programs.
Financial Commitment: Full financing of the project falls under the responsibility of the successful bidder (either in full equity or a mix of equity and debt arrange by the successful bidder).
Once construction is completed and the housing units are sold, the agreed land value will be transferred to MoHUP.
Land Ownership and Licensing: The land will remain under MoHUP ownership, with a license agreement signed for the design, construction, and sales of the housing units. This agreement allows the successful bidder to use the site for carrying out the necessary activities.
Buy-Back Arrangement: In case any housing units remain unsold within the designated sale period, MoHUP will purchase them at a pre-agreed buy-back price.

يتضمن مشروع مدينة سلمان تصميم وتمويل وبناء وبيع وحدات سكنية. ويشمل نطاق هذا المشروع:
التصميم والبناء: تصميم 69 وحدة وربطها بالبنية التحتية الثانوية داخل موقع المشروع، إلى جانب بناء الوحدات الإسكانية يجب بناء محطتين كهربائيتين فرعيتين 11 كيلو فولت
التنسيق والبنية التحتية: استكمال جميع أعمال التنسيق والبنية التحتية الثانوية  داخل حدود الموقع.
مسؤولية المبيعات: سيتولى مقدم العطاء الفائز بيع الوحدات السكنية (ما لم يختر مقدم العطاء الفائز أن يتولى بنك الإسكان هذه العملية). ستلتزم هذه المبيعات بالأسعار المحددة وبيعها للمستفيدين من برامج تمويل الإسكان الاجتماعي التابعة لوزارة الإسكان والتخطيط العمراني.
الالتزام المالي: يقع التمويل الكامل للمشروع على عاتق مقدم العطاء الفائز (إما بالأسهم الكاملة أو مزيج من الأسهم والديون التي يرتبها مقدم العطاء الفائز).
بمجرد اكتمال البناء وبيع الوحدات السكنية، سيتم تحويل قيمة الأرض المتفق عليها إلى وزارة الإسكان والتخطيط العمراني.
ملكية الأرض والترخيص: ستظل الأرض مملوكة لوزارة الإسكان والتخطيط العمراني، مع توقيع اتفاقية ترخيص لتصميم وبناء وبيع الوحدات السكنية. تسمح هذه الاتفاقية للمتقدم الفائز باستخدام الموقع للقيام بالأنشطة اللازمة.
ترتيب إعادة الشراء: في حالة بقاء أي وحدات سكنية غير مباعة خلال فترة البيع المحددة، ستقوم وزارة الإسكان والتخطيط العمراني بشرائها بسعر إعادة شراء متفق عليه مسبقًا.

Mandatory A: Proposed Design compliance with Design Guideline and  Output Specification (Submit at least one Housing Unit Concept  Design)
Mandatory B: Financing Term Sheet & Proof of Funds - While the Proof of Funds Form Sheet is part of the Technical Evaluation, it must be submitted within the Financial Evaluation Envelope
Mandatory C: Minimum of One Letter of Good Standing from Bidder’s Bank(s)
Mandatory D: Grade [A] Contractor as per MOW or MOHUP specification.

How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 16 October 2024
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
